I am afraid the possibility of our being
able to find a place on our permanent staff for Mr.
E. Ralphs about whom you write is rather remote.
Looking to his training and experience, however, I
think he ought to have a fair chance of appointment
to the staff of a Training College either here or
in Scotland; but such appointments, as I daresay you
know, are not made by the Departments directly; they
are only subject to our approval, and we cannot take
the initiative.
Failing all else it is possible that we
might be able to find some occasional temporary work
of a kind for which Mr. Ralphs has special qualifi-
cations, and with that in view I am having his name
noted and retaining for reference the note of his
qualifications which you sent me.
